Section 422 of the Controlled Substances Act ( 21 U.S.C. 863 ) is amended by adding at the end the following: This section does not apply to the possession, sale, purchase, importation, exportation, or transportation of equipment for which the intended use is to indicate the presence of fentanyl or xylazine in a compound. .
