None of the funds made available in this or any other Act, including prior Acts, may be used to pay the salaries and expenses of any contractor detailed to a Congressional Committee or Member Office or to the Executive Branch for longer than a 24-month period: That the term contractor is defined in this section to means any contracted employee of a Department of Energy Laboratory, as defined by Section 2
(3)of the Energy Policy Act of 2005 ( Provided, 42 U.S.C. 15801 ).
