Concurrent with the submission of the budget of the President to Congress under section 1105(a) of title 31, United States Code, for each of fiscal years 2025 through 2029, the Administrator for Nuclear Security, acting through the Director for Cost Estimating and Program Evaluation, shall brief the congressional defense committees on the status of implementing the 18 principal recommendations and associated subelements of the report entitled Evolving the Nuclear Security Enterprise: A Report of the Enhanced Mission Delivery Initiative , published by the National Nuclear Security Administration in September 2022. Each briefing required by subsection
(a)shall address— the status of implementing each recommendation described in subsection (a); with respect to each recommendation that has been implemented, whether the outcome of such implementation is achieving the desired result; with respect to each recommendation that has not been implemented, the reason for not implementing such recommendation; whether additional legislation is required in order to implement a recommendation; and such other matters as the Administrator considers necessary.
