Subject to subsection (b), when considering decisions related to United States military basing, training, and exercises, the Secretary of Defense shall prioritize those North Atlantic Treaty Organization member countries that have achieved defense spending of not less than 2 percent of their gross domestic product by 2024. The Secretary of Defense may waive subsection
(a)if the Secretary submits a certification to the congressional defense committees that a waiver is in the national security interests of the United States.
