Sec. 6706. Special envoys

Not later than 180 days after the date of the enactment of this Act, the Secretary shall conduct a review of all special envoy positions to determine— which special envoy positions are needed to accomplish the mission of the Department; which special envoy positions could be absorbed into the Department’s existing bureau structure; which special envoy positions were established by an Act of Congress; and which special envoy positions were created by the Executive Branch without explicit congressional approval.
Not later than 60 days after the completion of the review required under subsection (a), the Secretary shall submit a report to the appropriate congressional committees that includes— a list of every special envoy position in the Department; a detailed justification of the need for each special envoy, if warranted; a list of the special envoy positions that could be absorbed into the Department’s existing bureau structure without compromising the mission of the Department; a list of the special envoy positions that were created by an Act of Congress; and a list of the special envoy positions that are not expressly authorized by statute.
