Sec. 6302. Establishment and expansion of the Bureau Chief Data Officer Program

The Secretary shall establish a program, which shall be known as the Bureau Chief Data Officer Program (referred to in this section as the Program ), overseen by the Department’s Chief Data Officer. The Bureau Chief Data Officers hired under this program shall report to their respective Bureau leadership. The goals of the Program shall include the following: Cultivating a data culture by promoting data fluency and data collaboration across the Department. Promoting increased data analytics use in critical decisionmaking areas.
Promoting data integration and standardization. Increasing efficiencies across the Department by incentivizing acquisition of enterprise data solutions and subscription data services to be shared across bureaus and offices and within bureaus. Not later than 180 days after the date of the enactment of this Act, the Secretary shall submit to the appropriate congressional committees, the Committee on Appropriations of the Senate, and the Committee on Appropriations of the House of Representatives an implementation plan that outlines strategies for— advancing the goals described in subsection (a)(2); hiring Bureau Chief Data Officers at the GS–14 or GS–15 grade or a similar rank; assigning at least one Bureau Chief Data Officer to— each regional bureau of the Department; the Bureau of International Organization Affairs; the Office of the Chief Economist; the Office of the Science and Technology Advisor; the Bureau of Cyber and Digital Policy; the Bureau of Diplomatic Security; the Bureau for Global Talent Management; and the Bureau of Consular Affairs; and allocation of necessary resources to sustain the Program.
In implementing the Bureau Chief Data Officer Program, Bureaus may not dual-hat currently employed personnel as Bureau Chief Data Officers. Not later than 180 days after the date of the enactment of this Act, and annually thereafter for the following 3 years, the Secretary shall submit a report to the appropriate congressional committees regarding the status of the implementation plan required under subsection (b).
