Sec. 3114. Pantex explosives manufacturing capability

Subtitle A of title XLII of the Atomic Energy Defense Act ( 50 U.S.C. 2521 et seq. ) is amended by adding at the end the following new section: Not later than the date on which the W87–1 modification program enters into phase 6.5 of the joint nuclear weapons life cycle process (as defined in section 4220), the Administrator shall establish at the Pantex Plant a conventional high explosives production capability with sufficient capacity to support full rate production of the main explosives used for the W87–1 warhead.
On the day after the date that the budget of the President is submitted to Congress under section 1105(a) of title 31, United States Code, for fiscal year 2025 and each fiscal year thereafter, the Administrator shall brief the congressional defense committees on the progress of the Administration in achieving the capability described in subsection (a). Subsection
(b)shall terminate upon the date that the Administrator certifies to the congressional defense committees that the capability described in subsection
(a)has been achieved. .
