Of the unobligated balances available to the Department of Agriculture for the Rural Water Operation Program under the heading Natural Resources Conservation Service—Watershed and Flood Prevention Operations from prior appropriations Acts, $20,000,000 is hereby rescinded: That no amounts may be rescinded from amounts that were designated by the Congress as an emergency requirement pursuant to a concurrent resolution on the budget or the Balanced Budget and Emergency Deficit Control Act of 1985.
