Subtitle C of title VIII of the National Security Act of 1947 ( 50 U.S.C. 3161 et seq. ), as added by section 711, is further amended by adding at the end the following: There is established a committee to provide direction, advice, and guidance to the Executive Agent for Classification and Declassification on matters relating to classification and declassification programs and technology. The committee established by subsection
(a)shall be known as the Executive Committee on Classification and Declassification Programs and Technology (in this section referred to as the Committee ). The Committee shall be composed of the following: The Director of National Intelligence. The Under Secretary of Defense for Intelligence. The Secretary of Energy. The Secretary of State. The Director of the National Declassification Center. The Director of the Information Security Oversight Board. The Director of the Office of Management and Budget. Such other members as the Executive Agent for Classification and Declassification considers appropriate. The President shall appoint the chairperson of the Committee. .
