The Secretary shall examine the production of the 2023 and subsequent annual Country Reports on Human Rights Practices by the Assistant Secretary for Democracy, Human Rights, and Labor as required under sections 116(d) and 502B(b) of the Foreign Assistance Act of 1961 ( 22 U.S.C. 2151n(d) , 2304(b)) to maximize— cost and personnel efficiencies; the potential use of data and analytic tools and visualization; and advancement of the modernization agenda for the Department announced by the Secretary on October 27, 2021.
Notwithstanding sections 7019(e) of the Department of State, Foreign Operations, and Related Programs Appropriations Act of 2021 (division K of Public Law 116–260 ), the following reports are not required to be submitted after the date of the enactment of this Act: Quarterly report detailing the number of personnel present in Afghanistan under Chief of Mission authority under section ( 22 U.S.C. 2927 ), as described in House Report 116–444. Quarterly report detailing the status of intra-Afghan peace negotiations.
Section 7044(a)(4) of the Department of State, Foreign Operations, and Related Programs Appropriations Act of 2021 (division K of Public Law 116–260 ) is amended by striking the following purposes and all that follows through

(Mac)Thornberry National Defense Authorization Act fo Fiscal Year 2021 ( Public Law 116–283 ) is amended— in section 9202(a)(2) ( 47 U.S.C. 906(a)(2) )— by striking subparagraph (C); and by redesignating subparagraph
(D)as subparagraph (C); and in section 9905 ( 15 U.S.C. 4655 )— by striking subsection (c); and by redesignating subsection
(d)as subsection (c). The Countering Russian Influence in Europe and Eurasia Act of 2017 (title II of Public Law 115–44 ) is amended— in section 254(e)— in paragraph (1)— by striking ; In general .— by redesignating subparagraphs (A), (B), and
(C)as paragraphs (1), (2), and (3), respectively, and moving such paragraphs 2 ems to the left; and by striking paragraph (2); and by striking section 255. Section 202 of the Russia and Moldova Jackson-Vanik Repeal and Sergei Magnitsky Rule of Law Accountability Act of 2012 ( Public Law 112–208 ) is amended by striking subsection (a). Section 2121 of the Advance Democratic Values, Address Nondemocratic Countries, and Enhance Democracy Act of 2007 (title XXI of Public Law 110–53 ) is amended by striking subsection (c). Section 702 of the Foreign Relations Authorization Act, Fiscal Year 2003 ( 22 U.S.C. 2151n note) is repealed. Notwithstanding section 7010 of House of Representatives Report 112–331, the Secretary of State shall provide to the Committee on Appropriations of the Senate and the Committee on Appropriations of the House of Representatives a written report on the use of funds made available under the heading Pakistan Counterinsurgency Capability Fund on an annual basis. Section 570(d) of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 1997 (titles I through V of Public Law 104–208 ) is amended by striking Every six months following the enactment of this Act, the President shall report to and inserting The President shall submit an annual report to .
