Not later than 270 days after the date of the enactment of this Act, the Under Secretary of Management shall submit to the appropriate congressional committees a report with any recommendations for the long-term structure and management of the Office of Civil Rights, including— whether OCR should report directly to someone other than the Secretary, such as the Under Secretary of Management; any changes made within OCR to its investigative processes to improve the integrity and thoroughness of its investigations; and any recommendations to improve the management structure, investigative process, and oversight of the Office.
