Except as provided in subsection (b), this Act shall take effect on the date of enactment of this Act. Section 3(a) shall take effect on the date that is 1 year after the date of enactment of this Act. The exception in subsection
(b)shall not limit the authority of the Commission or Department of Justice to implement other sections of this Act.
