It is the sense of Congress that— accelerating technological trends have made sensitive personal data an especially valuable input to activities that foreign adversaries of the United States undertake to threaten both the national security of the United States and the privacy that the people of the United States cherish; it is therefore essential to the safety of the United States and the people of the United States to ensure that the United States Government makes every effort to prevent sensitive personal data from falling into the hands of malign foreign actors; and because allies of the United States face similar challenges, in implementing this Act, the United States Government should explore the establishment of a shared zone of mutual trust with respect to sensitive personal data.
