The Administrator shall— not restrict funding to resurface the full length of an existing runway within the State of Alaska based solely on reduced current or forecast aeronautical activity levels or critical design type standards; within 60 days review requests for runway rehabilitation or reconstruction projects at airports on a case-by-case basis; and not reject requests for projects with critical community needs, such as projects in rural communities and villages off the road system, or economic development projects to expand a runway to meet new demands.
