Not later than 270 days after the date of enactment of this section, the Administrator shall task the Aviation Rulemaking Advisory Committee (in this section referred to as the Committee ) with reviewing and assessing the need for changes to the safety requirements for turbine-powered rotorcraft certificated for 6 or more passenger seats in relation to flight data recorders, flight data monitoring, and terrain awareness and warning systems. The Committee shall submit to the Administrator a report on the findings from such review and assessment, together with recommendations for such legislative or administrative action the Committee deems appropriate.
In reviewing and assessing the safety requirements under subsection (a), the Committee shall consider— any applicable safety recommendations of the National Transportation Safety Board; and the operational requirements and safety considerations for operations under parts 121 and 135 of title 14, Code of Federal Regulations. Not later than 30 days after the date on which the Committee submits the report under subsection (a), the Administrator shall brief the appropriate committees of Congress on— the findings and recommendations included in the Committee's report; and the Administrator’s plan, if any, to implement such recommendations.
