Congress finds that— the greenhouse gas emissions from the marine shipping industry— account for nearly 3 percent of total global anthropogenic carbon dioxide emissions; and are increasing rapidly; the International Maritime Organization has failed to require emissions reductions with respect to marine shipping that are consistent with global decarbonization targets; and ports are a large source of air pollution and contribute to poor air quality in the neighborhoods surrounding the ports, leading to worse health outcomes for those who live in those neighborhoods.
