Not later than 120 days after the date of enactment of this Act, the Administrator of the Environmental Protection Agency, in consultation with the Secretary of Energy, shall submit to Congress a report that identifies and assesses regulations promulgated by the Administrator of the Environmental Protection Agency during the 15-year period ending on the date of enactment of this Act that have— reduced the energy independence of the United States; increased the regulatory burden for energy producers in the United States; decreased the energy output by those energy producers; reduced the energy security of the United States; or increased energy costs for consumers in the United States.
