There is established in the Treasury a fund to be known as the State Election Assistance and Innovation Trust Fund . It is the sense of the Senate that— no taxpayer funds should be used in funding this title; and the Trust Fund should consist of— assessments against certain fines, penalties, and settlements as a result of corporate malfeasance; and any gifts or bequests for deposit into the Trust Fund.
