Except as provided in subsection (b), the amendments made by this part (other than the amendments made by section 1024) shall apply with respect to the regularly scheduled general election for Federal office held in November 2024 and each succeeding election for Federal office. If a State certifies to the Election Assistance Commission not later than 180 days after the date of enactment of this Act that the State will not meet the deadline described in subsection
(a)because it would be impracticable to do so and includes in the certification the reasons for the failure to meet such deadline, subsection
(a)shall apply to the State as if the reference in such subsection to the regularly scheduled general election for Federal office held in November 2024 were a reference to January 1, 2026 .
