For an additional amount for Small Business Administration—Salaries and Expenses , $116,541,000, which shall be for initiatives related to small business development and entrepreneurship, including programmatic, construction, and acquisition activities, in the amounts and for the projects specified in the table that appears under the heading Administrative Provisions—Small Business Administration in the explanatory statement described in section 4 (in the matter preceding division A of this consolidated Act):
That, notwithstanding sections 2701.92 and 2701.93 of title 2, Code of Federal Regulations, the Administrator of the Small Business Administration may permit awards to subrecipients for initiatives funded under this section: Provided, That none of the funds made available by this section may be transferred for any other purpose. Provided further,
