The Administrator shall have the power— to perform the functions of the Secretary transferred to the Administrator pursuant to this Act; to enter into contracts with any person who generates or holds title to nuclear waste generated in a civilian nuclear power reactor for the acceptance of title, subsequent transportation, storage, and disposal of the nuclear waste; to enter into and perform contracts, leases, and cooperative agreements with public agencies, private organizations, Federal agencies, the National Laboratories of the Department of Energy, and persons necessary or appropriate to carry out the functions of the Administrator; to acquire, in the name of the United States, real estate for the construction, operation, and decommissioning of nuclear waste facilities; to obtain from the Administrator of General Services the services the Administrator of General Services is authorized to provide agencies of the United States, on the same basis as those services are provided to other agencies of the United States; to conduct nongeneric research, development, and demonstration activities necessary or appropriate to carrying out the functions of the Administrator; and to make such rules and regulations, not inconsistent with this Act, as may be necessary to carry out the functions of the Administrator.
