In addition to the functions transferred to the Administrator under section 301, the Administrator shall, site, construct, and operate— 1 or more storage facilities for the temporary storage of nuclear waste; and 1 or more repositories for the permanent disposal of nuclear waste. The Administrator shall ensure that efforts to site, construct, and operate 1 or more storage facilities are accompanied by parallel efforts to site, construct, and operate 1 or more repositories.
