Notwithstanding any other provision of this Act, there is appropriated— for payment to the heirs at law of Sheila Jackson Lee, late a Representative from the State of Texas, $174,000; for payment to Elsie M. Pascrell, widow of William Pascrell, Jr., late a Representative from the State of New Jersey, $174,000; and for payment to Beatrice Y. Payne, widow of Donald M. Payne, Jr., late a Representative from the State of New Jersey, $174,000.
