Section 251(b) of the Help America Vote Act of 2002 ( 52 U.S.C. 21001(b) ) is amended— in paragraph (1), by striking as provided in paragraphs
(2)and
(3)and inserting as otherwise provided in this subsection ; and by adding at the end the following new paragraph: Notwithstanding paragraph (3), a State may use a requirements payment to carry out any of the requirements of the Voter Registration Modernization Act of 2024 , including the requirements of the National Voter Registration Act of 1993 which are imposed pursuant to the amendments made to such Act by the Voter Registration Modernization Act of 2024 . . Section 254(a)(1) of such Act ( 52 U.S.C. 21004(a)(1) ) is amended by striking section 251(a)(2) and inserting section 251(b)(2) . The amendments made by this section shall apply with respect to fiscal year 2025 and each succeeding fiscal year.
