In this title: The term Federal land management agencies means— the National Park Service; the Bureau of Land Management; the United States Fish and Wildlife Service; and the Forest Service. The term housing means a temporary or permanent encampment used for the primary purpose of sheltering specified aliens. The term specified alien means an alien who has not been admitted, as such terms are defined in section 101(a) of the Immigration and Nationality Act ( 8 U.S.C. 1101(a) ).
