Notwithstanding section 106 of this Act, for the duration of fiscal year 2025, the Secretary of Housing and Urban Development may use the unobligated balances of amounts made available in prior fiscal years in the second paragraph under the heading Department of Housing and Urban Development—Public and Indian Housing—Tenant-Based Rental Assistance to support additional allocations under subparagraph
(D)of paragraph
(1)and subparagraph
(B)of paragraph
(4)of such heading to prevent the termination of rental assistance for families as a result of insufficient funding in the calendar year 2024 funding cycle: Provided , That amounts repurposed pursuant to this section that were previously designated by the Congress as an emergency requirement pursuant to a concurrent resolution on the budget or the Balanced Budget and Emergency Deficit Control Act of 1985 are designated by the Congress as being for an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985: Provided further , That such amounts shall be available only if the President designates such amounts as an emergency requirement pursuant to section 251(b)(2)(A)(i).
