Notwithstanding any other provision of this joint resolution, there is appropriated: For payment to Beatrice Y. Payne, widow of Donald M. Payne, Jr., late a Representative from the State of New Jersey, $174,000. For payment to the heirs at law of Sheila Jackson Lee, late a Representative from the State of Texas, $174,000. For payment to Elsie M. Pascrell, widow of William Pascrell, Jr., late a Representative from the State of New Jersey, $174,000.
