Section 1433 of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 ( 7 U.S.C. 3195 ) is amended— by redesignating subsection
(c)as subsection (d); by inserting after subsection
(b)the following: The Secretary shall establish a program under which the Secretary will award grants to eligible entities to enable such entities to provide training and any related assistance to dairy producers and dairy workers on implementation of risk mitigation strategies related to biosecurity threats, including strategies such as— equipment cleaning; interstate and intrastate movement of animals; and other risk mitigation measures relating to biosecurity threats. The Secretary shall ensure that any training or materials provided by an eligible entity using funds received through a grant made under paragraph
(1)are provided in English, Spanish, and other languages, as determined necessary by the Secretary. An entity eligible to receive a grant under this subsection is any of the following: A State cooperative extension service. A Federal, State, local, or Tribal agency. A nonprofit, community-based organization or non-governmental organization. An organization that— represents owners and operators of farms, small food processors, or small fruit and vegetable merchant wholesalers; and has a commitment to public health and expertise in administering programs that contribute to food safety. A farmer-owned cooperative. An institution of higher education (as defined in section 101(a) of the Higher Education Act of 1964 ( 20 U.S.C. 1001(a) )) or a foundation maintained by an institution of higher education. A dairy product and business innovation initiative, as described in section 12513 of the Agriculture Improvement Act of 2018 ( 7 U.S.C. 1632d ). A collaboration of 2 of more eligible entities described in subparagraphs
(A)through (D). Such other appropriate entity, as determined by the Secretary. A grant under this subsection may be made to an eligible entity (or collaboration of 2 or more such entities) proposing to use funds received through the grant for projects involving more than 1 State. In making grants under this subsection, the Secretary shall, to the maximum extent practicable, ensure geographic diversity. The Secretary may use funds made available to carry out this subsection to provide technical assistance to grant recipients to further the purposes of this subsection. Based on evaluations of, and responses arising from, training and other assistance provided pursuant to this subsection, the Secretary may issue a set of recommended best practices and models to be used by dairy producers for training programs relating to mitigation of risks from biosecurity threats. ; and in subsection
(d)(as redesignated by paragraph (1))— in paragraph (1), by striking $25,000,000 for each of fiscal years 2014 through 2023 and inserting $50,000,000 for each of fiscal years 2025 through 2029 ; by amending paragraph
(2)to read as follows: Of the funds made available under paragraph
(1)for a fiscal year, the Secretary shall reserve not less than— $5,000,000 to carry out the capacity and infrastructure program under subsection (a); and $5,000,000 to carry out the program under subsection (c). ; and in paragraph (3)— in subparagraph (B), by striking 85 and inserting 70 ; and by adding at the end the following: 15 percent of such amounts shall be used to carry out the program under subsection (c). .
