None of the funds made available by this Act may be used to finalize, implement, administer, or enforce any of the following rules: The final rule entitled “Energy Conservation Program: Energy Conservation Standards for Distribution Transformers” published by the Department of Energy in the Federal Register on April 22, 2024 (89 Fed. Reg. 29834), or any substantially similar rule. The final rule entitled “Energy Conservation Program: Energy Conservation Standards for Manufactured Housing” published by the Department of Energy in the Federal Register on May 31, 2022 (87 Fed. Reg. 32728), or any substantially similar rule.
The final rule entitled “Energy Conservation Program: Energy Conservation Standards for Room Air Conditioners” published by the Department of Energy in the Federal Register on May 26, 2023 (88 Fed. Reg. 34298), or any substantially similar rule. The final rule entitled “Energy Conservation Program: Energy Conservation Standards for Consumer Conventional Cooking Products” published by the Department of Energy in the Federal Register on February 14, 2024 (89 Fed. Reg. 11434), or any substantially similar rule, including any rule that would directly or indirectly limit consumer access to consumer conventional cooking products, including gas kitchen ranges or ovens.
