None of the funds made available by this Act or any other Act may be used to continue the reinitiated consultation on the Long-Term Operation of the Central Valley Project and State Water Project under section 7 of the Endangered Species Act of 1973 ( 16 U.S.C. 1536 ), consistent with the letter from the Bureau of Reclamation dated September 30, 2021, requesting such reinitiated consultation, until the Commissioner of the Bureau of Reclamation requests and receives in writing from the Director of the United States Fish and Wildlife Service a comprehensive report explaining the purpose, methodology, and anticipated outcomes of such reinitiated consultation:
That not later than 15 days after the date on which the Director provides to the Commissioner such report, the Commissioner shall submit to Congress such report. Provided,
