The Administrator shall enter into an arrangement for an independent external assessment of the effectiveness and efficiency of NASA’s approach towards launch services risk mitigation in the Administration’s Procedural Requirements 8610.7D. Not later than 180 days from the date of enactment of this Act, the Administrator shall submit to the appropriate committees of Congress the following: The report of the assessment conducted under subsection (a). NASA response to the findings of the report, if any.
