Not later than 1 year after the date of the enactment of this section, the Administrator, in consultation with the Councils, relevant Federal, State, and international agencies, scientific and technical experts, and interested stakeholders, shall develop a contingency plan for circumstances that would make fisheries monitoring, including human observation, surveys, and other data collection to support stock assessments, impractical. Not later than 1 year after the date of the enactment of this section, the Administrator shall submit to Congress a report regarding the contingency plan developed under subsection (a).
