Each dredged material management plan for a federally authorized water resources development project, and each regional sediment plan developed under section 204 of the Water Resources Development Act of 1992 ( 33 U.S.C. 2326 ), including any such plan under development on the date of enactment of this Act, shall— maximize the beneficial use of suitable dredged material; and to the maximum extent practicable, prioritize the use of such dredged material in water resources development projects in areas vulnerable to coastal land loss or shoreline erosion. The Secretary is authorized to transfer to a non-Federal interest at no cost, for the purpose of beneficial use, suitable dredged material that the Secretary has determined is in excess of the amounts of such material identified as needed for use by the Secretary.
