Not later than 5 years after the date of enactment of this Act, the Chief of the Forest Service shall— conduct a study evaluating— potential locations for a Western headquarters for the Forest Service, including potential locations in at least 3 different States located west of the Mississippi river; and the potential benefits of creating a Western headquarters for the Forest Service, including expected— improvements to customer service; improvements to employee recruitment and retention; and operational efficiencies and cost savings; and submit to Congress a report that describes the results of the study required under paragraph (1).
