None of the funds provided under the heading “U.S. Immigration and Customs Enforcement—Operations and Support” may be made available to implement, administer, or otherwise carry out the activities, policies, and guidelines described in the memorandum issued by the Secretary of Homeland Security on October 27, 2021, entitled “Guidelines for Enforcement Actions in or Near Protected Areas”.
