Any person alleging a violation of this Act may bring a civil action in any United States District Court. In a civil action brought under subsection
(a)in which the plaintiff prevails, the court may award— a Writ of Mandamus or other equitable or declaratory relief; a minimum of $1,000 per violation per day; reasonable attorney’s fees and litigation costs; compensatory damages; and all other appropriate relief.
