Section 872(c) of the Duncan Hunter National Defense Authorization Act for Fiscal Year 2009 ( Public Law 110–417 ; 122 Stat. 4556) is amended— in the matter preceding paragraph (1), by striking 5-year period and inserting 10-year period ; and in paragraph (1), by adding at the end the following new subparagraphs: In an administrative proceeding, any administrative judgment that does not contain an explicit finding or acknowledgment of fault. In a civil proceeding, any settlement that does not contain an explicit finding or acknowledgment of fault. .
