Subject to subsection (b), none of the funds made available to the Loan Programs Office of the Department of Energy shall be used to carry out any project that supports fossil fuel, carbon capture, or hydrogen. The prohibition on the use of funds for hydrogen projects under subsection
(a)does not apply to projects that support qualified clean hydrogen (as defined in section 45V(c) of the Internal Revenue Code of 1986 (as amended by section 224(a)(3))).
