Sec. 442. Intelligence assessment of economic coercion by the People’s Republic of China in the Indo-Pacific region and strategies to enhance the economic resilience of countries in the Indo-Pacific region

Not later than 180 days after the date of the enactment of this Act, the Assistant Secretary of State for Intelligence and Research, in consultation with Director of the Central Intelligence Agency and the heads of other elements of the intelligence community determined appropriate by the Assistant Secretary, shall submit to the appropriate congressional committees a report assessing the economic coercion efforts by the People’s Republic of China in the Indo-Pacific region and strategies that would enhance the resilience of countries in the Indo-Pacific region to economic coercion by the People’s Republic of China. The report under subsection
(a)shall include the following: A description of recent economic coercion efforts by the People’s Republic of China against countries in the Indo-Pacific region. An analysis of the effectiveness of economic coercion efforts against countries in the Indo-Pacific region by the People’s Republic of China in achieving the stated or assumed goals of the People’s Republic of China. An assessment of measures that would dissuade the People’s Republic of China from engaging in acts of economic coercion in the Indo-Pacific region and would encourage actions supporting the economic prosperity and security of the Indo-Pacific region. An assessment of measures, including trade diversion or regional trade agreements, that would diminish the sway and influence of the market of the People’s Republic of China with respect to countries in the Indo-Pacific region. An analysis of measures that would help countries in the Indo-Pacific region to build supply chains independent of the People’s Republic of China. The report under subsection
(a)may be submitted in classified form. In this section: The term appropriate congressional committees means— the congressional intelligence committees; the Committee on Foreign Affairs, the Committee on Armed Services, the Committee on Appropriations, and the Select Committee on the Strategic Competition Between the United States and the Chinese Communist Party of the House of Representatives; and the Committee on Foreign Relations, the Committee on Armed Services, and the Committee on Appropriations of the Senate. The term Indo-Pacific region includes the following countries: Australia. Bangladesh. Brunei. Burma (Myanmar). Cambodia. China. Democratic People’s Republic of Korea. Federated States of Micronesia. Fiji. French Polynesia. India. Indonesia. Japan. Kiribati. Laos. Malaysia. Maldives. Mongolia. Nauru. Niue. Nepal. New Zealand. Palau. Papua New Guinea. Philippines. Republic of Korea. Republic of Marshall Islands. Samoa. Singapore. Solomon Islands. Sri Lanka. Thailand. Timor-Leste. Tonga. Tuvalu. Vanuatu. Vietnam.
