Section 16(a) of the Food and Nutrition Act of 2008 ( 7 U.S.C. 2025(a) ) is amended— in the 1st sentence by striking 35 percent and inserting 50 percent , and by inserting after the 1st sentence the following: A State agency shall use such funds retained only to carry out the supplemental nutrition assistance program, including investments in technology, improvements in administration and distribution, and actions to prevent fraud (including skimming). .
