Notwithstanding section 5 of the Commodity Credit Corporation Charter Act ( 15 U.S.C. 714c ), during fiscal years 2025 through 2034, the Commodity Credit Corporation is authorized to use its general powers only to carry out operations as the Congress may specifically authorize or provide for. Nothing in subsection
(a)shall be construed to impact funds obligated before the date of the enactment of this Act.
