Section 359c(g)(2) of the Agricultural Adjustment Act of 1938 ( 7 U.S.C. 1359cc(g)(2) ) is amended— by striking In and inserting ; and Except as provided in subparagraph (B), in
(A)In general.— by adding at the end the following: Notwithstanding subparagraph (A), if the Secretary makes an upward adjustment under paragraph (1)(A), in adjusting allocations among beet sugar processors the Secretary shall give priority to such processors with available sugar. . Section 359e(b)(2) of the Agricultural Adjustment Act of 1938 ( 7 U.S.C. 1359ee(b)(2) ) is amended— by striking If and inserting ; If
(A)In general.— by redesignating subparagraphs (A), (B), and
(C)as clauses (i), (ii), and (iii), respectively; and by adding at the end the following: In carrying out this paragraph, the Secretary shall— make an initial determination following the publication of the World Agricultural Supply and Demand Estimates (WASDE) by the World Agricultural Outlook Board for the month of January that is applicable to the crop year for which allotments are required; and provide for an initial reassignment under subparagraph (A)(i) not later than 30 days after the announcement of such WASDE. .
