Section 1086 of the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023 ( Public Law 117–283 ; 10 U.S.C. 2911 note) is amended— in subsection (c)(2)— by striking Not later than 12 months after the date of the enactment of this Act and inserting Not later than 90 days after the date of the enactment of the National Defense Authorization Act for Fiscal Year 2025 ; and in subparagraph (A), by striking main operating base on the list submitted under paragraph (1)(A) and inserting operating base within the area of responsibility of the United States European Command ; and by adding at the end the following new subsection:
Of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2025 for the Office of the Secretary of Defense for travel, not more than 75 percent may be obligated or expended until the installation energy plans and assessment required under subsection (c)(2). .
