It is the sense of Congress that it is integral that the military be able to fix its own equipment, and that efforts deliberately designed to prevent the military end user from fixing equipment in the field harm our nation’s military readiness. The Secretary of Defense shall submit to the Chair of the White House Competition Council the report required under clause
(iii)of section 5(s) of Executive Order 14036 titled Executive Order on Promoting Competition in the American Economy .
