Section 725(c) of the National Defense Authorization Act for Fiscal Year 2024 ( Public Law 118–31 ; 137 Stat. 309) is amended— by striking Not later than and inserting
(1)Not later than ; and by adding at the end the following: If the Secretary fails to submit a report required under paragraph
(1)prior to the deadline applicable under such paragraph, the amount otherwise authorized to be appropriated for the Office of the Secretary of Defense for the next fiscal year which begins after the deadline shall be reduced by 5 percent. . The amendment made by subsection
(a)shall take effect as if included in the enactment of National Defense Authorization Act for Fiscal Year 2024.
