Sec. 229. Prohibition on availability of funds for canine and feline research

None of the funds authorized to be appropriated by this Act or otherwise made available for the Department of Defense may be obligated or expended to conduct biomedical research or testing using canines or felines. The Secretary of Defense may waive the prohibition under subsection
(a)if the Secretary— determines that the waiver is in the national security interest of the United States; and not later than the date on which the waiver is invoked, submits a notification of the waiver and a justification of the reason for seeking the waiver to the Committees on Armed Services of the Senate and the House of Representatives.
