It is the policy of the United States to reject as a violation of international law and United States sovereignty any attempt by China’s Maritime Safety Administration to compel United States vessels to adhere to any reporting requirements listed within China’s Maritime Traffic Safety Law, including any requirements to require a vessel to declare— the vessel’s name and number; the vessel’s satellite telephone number; the vessel’s position and recent locations; and the vessel’s cargo. Subsection
(a)applies to all maritime claims made by the People’s Republic of China that the United States has rejected, to include virtually all of China’s claims within the Nine-Dash Line.
