None of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2025 for the Navy may be obligated or expended to procure a Medium Landing Ship until the date on which the Secretary of the Navy submits to the congressional defense committees— a certification from the Secretary confirming that not more than 35 percent of the design requirements for the Medium Landing Ship are based on military specifications (as determined based on the capabilities development document for the ship); and a report that includes a comparison of the difference in construction costs and delivery timelines, on a per vessel basis, between— constructing the Medium Landing Ship using military specifications; and constructing such ship using commercial standards and commercial design elements.
