It is the sense of Congress that the Secretary of the Navy should name a vessel of the United States Navy the U.S.S. Major James Capers Jr. in honor of Major James Capers, Jr., for the acts of valor described in subsection (b). The acts of valor described in this subsection are the actions of James Capers, Jr., as a member of the Marine Corps, during the period of March 31 through April 3, 1967, during the Vietnam War, for which he was previously awarded the Silver Star.
