The Secretary of Defense shall submit to the congressional defense committees a report on— the progress of the Department of Defense in achieving the goal for the Department to acquire products and services from qualified nonprofit agencies for the blind and qualified nonprofit agencies for the other severely disabled (as such terms are defined, respectively, in section 8501 of title 41, United States Code) pursuant to chapter 85 of title 41, United States Code, in an amount equal to one percent of the total funds obligated or expended by the Department for procurement for a fiscal year; and any obstacles faced by the Secretary in achieving the goal described in paragraph (1).
